There was a case in Texas, I believe, that illustrates my point. I may not remember the actual facts, but the basic story is as follows: There was a breakin in a home and the teenage daughter was able to get get upstairs while her parents were down stairs being robbed. She called 911 and guess what- no connection to emergency services. The police could have made it if she was able to get through and caught the perpetrators, but since the VoIP did not have 911 service she could not get through. Could you think clearly enough in that situation to remember the local police number is 764-598-6674?

911 service IS a big deal.

Just my parental instincts here, but I would not even consider VoIP without 911 service, since that is what everyone teaches our children, and is beaten into our brains, to call in an emergency.
