HFS+ pre-dates OS 9, and there is no good reason not to use it, if you are reformatting a drive. Tiger supports Classic on the same drive or elsewhere. You just need to install the OS 9 from media already in your possession. I understand OS 9 is not on the Tiger DVD/CD.

David's problem is almost certainly that when he formatted the drive to install OS X, he did NOT check the little box saying 'include OS 9 Drivers'. Hence the OS 9 installer doesn't see a disk to install to.

I'm not sure whether or not just installing the drivers via Disk Utility from the OS 9 CD will fix the problem or exacerbate it. They can certainly let you see the disk, they might make it so OS X can no longer see it.

I have not done this, so I'm not sure.
