Ahh, perhaps you are using the term "clean install" in a generic sense?

With systems OS 9 and earlier the term has a very specific meaning see:

And with OS X a clean install of OS 9 is described in the apple data base

you have scroll down a bit to see this:

I suppose as OS 9 fades away this distinction will also fade away. But to at 
least some of the  old world  Mac users, myself included, the term "clean 
install" has a very specific meaning and it does not include "WIPE disk (delete 
everything or reformat)"
