eMacs were originally targeted at the education market and came with no modem since a school typically has a LAN connection to the Internet. That's also why they have no handle, it makes them harder to steal (and also a bear to get out of the box).

And I'm pretty sure that, yes, that generation machine doesn't boot into OS 9.
