Try plugging both the drive and the clamshell into a powered USB hub.
The USB enclosure I have came with a "double cable" of which one side provides only power. With two ports worth of power the enclosure workes with the Cardbus USB card in my Wallstreet, but since the Clamshell has only one port, the enclosure won't work without the hub.
