I bought a usb2/firewire case for a 2.5 inch drive. It works fine on my G4 but the usb 1 port on my wife's early clamshell doesn't see it at all. The drive is
bus powered and is lit up and clicking. The machine is running 10.3.9 and
Profiler doesn't see it either, nor does disk utility.

Clicking sounds like it isn't getting enough power. I have one of those drives and it came with a goofy cable with two USB connectors on the end, one to provide additional power. In my case I don't need it. That could be due to the drive being low powered or the computer providing sufficient power.

Is there an external power connector on the drive. You may need to hook an adapter there.

This surprised me since my big 3.5 firewire/usb2 drive works fine on that
clamshell, in usb 1 mode of course.

Is it bus powered or externally powered? (I'm guessing it's external)

Any suggestions as to how to get it up on the clam?

One thing I've found about USB is that while it is a Serial Bus, it isn't so Universal.
