I've had a few of those batteries that, when I pulled them from old computers, 
tested with a decent voltage, but after lying around for a year or two showed 
no voltage at all.

Maybe lithium batteries are different but, with every other type of battery 
I've used, the voltage gets lower and lower until they go dead.

And how do you measure the amperage of a battery? Amperage is a characteristic 
of a circuit, not a power source. If a battery isn't connected to a circuit, 
there's no amperage. If you connect it to a circuit with low resistance, you 
get high amperage. The higher the amperage, the faster the battery is drained. 
If the amperage is too high, like in a short circuit, the battery can get 
dangerously hot. I once had a AA battery in my pocket and it was 
short-circuited by my keys. Fortunately, I noticed the heat before it burned a 
hole in my pocket and my anatomy. (Made me think of that children's ditty, 
"Liar, Liar! Pants on fire!")
