I have seen 2 things cause similar problems:

The extension was bad. ie .jpf instead of jpg

I have had times where windows machines do not like a Mac jpg with a  
resource fork, maybe about 1 in 40. I disabled that option in  
GraphicConverter and have not had anyone complain about  not being  
able to open a jpg since.
