Have a long look at the mechanism being used to transfer files 
between machines.

The MacOS still supports resource forks which can confuse Windows 
machines when files are e-mailed. Windows uses carriage return fine 
feed pairs for line ends and that can sometimes confuse the Mac. If 
the file has a custom icon that looks like a thumbnail of the picture 
the Windows machine may be trying to open that.

Graphic Converter from Lemke Software can be helpful. Save as  "web 
ready" will remove thumbnails and resources.
