With a hardwired switch it might not see the VGA monitor.  I don't know 
what the effects of having the DVI-VGA adapter are, that might help. 
With newer electronic KVM switches some at least make the computer see 
the configuration info even when that computer isn't selected to connect 
to the display.

In any event, if you have the Display Menu enabled you should get the 
"Detect Displays" command at the top of that menu.  It will make the 
computer recheck for connected displays as it does at startup.
