Isn't it: "Never touch a running system"?
And its more appropriate for servers, but isn't really correct anymore. A 
friend of mine told me that admins used to tweak some settings to make the 
server work correctly without making sure that the server will even start 
after a reboot.
So, what it comes down to: the saying is completely wrong.

Whatever you do, just make sure that everything is prepared to work after a 
cold start. If not, you made something terribly wrong.
