Downgrading the user experience has always been discouraged by Apple to the point where they put technological impediments in place to make it extremely difficult if not impossible. While it may be possible to downgrade your OS, it may not be advisable. What specifically about Tiger do you feel you need that Leopard/Snow Leopard can't do? The only thing I can think of that Tiger can do that the others can't is run classic mode and you can't do that on Intel hardware anyway so there's no technical reason for doing it.
