That is unlikely, the 'improperly put away' issue only affects read/write media 
like flash drives, and is a warning about un-flushed write caches for that 
volume filesystem, it wouldn't affect the modem hardware. If this was the 
problem, it wouldn't mount on the G4 either, since the breakage happens on the 
device, not in the OS.

Try installing and running it on the Gigabit G4 anyway, you should be at least 
able to get it to work, albeit at slower speeds. If it works it's probably 
worth the $10-$15 for a USB2 card for the G4, WIndows has the same hardware 
requirements for USB2 as the Mac so ANY USB2 PCI card will work regardless if 
it says 'Mac compatible' or not.

On the powerbook, try the usual:

Safe Boot, to clear caches, etc

Try it as a different user.

Check the simple stuff:  make sure you haven't accidentally turned off the 
setting in Finder to show external media on the desktop.
