The fact that when this happened before and you unplugged it and it then worked might imply something as simple as a dead PRAM battery? If the PRAM battery is known good, and it won't start at all, you should minimize the setup by removing any PCI cards, and perhaps even use a single stick of RAM. Reseating all the electrical connections to the motherboard, HD, CD, etc. If it's still 100% dead, no chime, no lights, then get a pin-out diagram for the power supply and use a multi-meter to see if all the voltages are present.
