Hi Charles, Technically it is the fault of the OS, because newer Windows versions have a newer mixer that isn't compatible with older games and applications that were based on DirectSound 8 and 3d hardware buffers. However, one can argue the game is also at fault here, because newer technologies exist to correct this problem and it can be fixed by dropping support for DirectSound and switching to XAudio2, FMOD Ex, whatever. So both are to blame for the problem in a case like this.
