A note taker doesn't run under the same principles as a web browser - I'd be doubtful of it working unless I'm misjudging the device.

I don't know as I don't use windows ce but I use ie 8 and it works fine for me. A lot of the stuff you click on aren't links as such it just looks like lines of text. Like inventory for example.
