Except then you have the problem of several different developers trying to worrk on the same project. The only way that would work is if they could all agree on everything, and I mean EVERYTHING. Their programming styles and languages wouldn't be the same for one thing, not just the ideas for the game itself. There would just be too many differences between them for that to work well. That's what happened with BSC Games and Castle Quest a few years ago if I remember rightly. BSC tried to work with a third party developer, but licensing issues got in the way. The new guys wanted the license to the game and BSC understandably didn't want to give it to them since it was their idea in the first place. Needless to say that project was scrapped.
