There would be another possibility for voice acting, though again this is just an idea, and it certainly isn't necessary to the game.
Why not see if people like Darker Projects or STTCM will help you. STTCM and Darker Projects both have ships set up in un the universe and you may be able to get them to help. They have good people for the most part. Whether or not voice acting and cut scenes are included or not, a campaign type setting could still be possible. Even if a campaign isn't included, I'm sure it'd be a fun game to play. You certainly know how to make them well, and I look forward to whatever comes out of your particular workshop.
