Like I stated. The problem wasn't the combo... but the move input. A 
tatsumaki senpukyaku  is a quarter circle back and kick. But the 
buffering strategy Yohandy mentioned works, if that's the way you 
like doing it. And the crouch is actually down, DF is only for 
certain characters.. and Ryu doesn't happen to be one of them. Here's 
the way I did it. Success every time... even works on live opponents 
if you time it right.

Jump forward + HK, d + mk cancel into qcb + k for the tatsumaki.
