Hi John,

That would make sense if I were playing multiple opponents, but in the
case where the town hall and keep were side by side was in a game with
only one aggressive computer opponent. So this is definitely a bug or
problem with the computer AI where it doesn't  consider weather or not
a new town hall is needed where a keep or castle is already present at
the site.
