I couldn't find a single call of losetup in Ganeti, so I think there is
nothing to decide about the Ganeti release ;-).
However, losetup is used in ganeti-instance-debootstrap which is released
independently of Ganeti. AFAIK there is no strict release policy for
ganeti-instance-debootstrap, we usually only wait for a couple of
fixes/features to be integrated before releasing a new version.
