My  understanding is that the current XDR protocol sends only one 
message per packet.  I have heard complaints on this front, although one 
would have to be sending a lot of packets for modern network hardware to 
complain.

If it was possible within XDR to "bunch" messages that would get the 
packet count down.  We could  then compress the bunches, which would 
reduce bandwidth as well.
