Generally, the term "south Florida" refers to the greater Miami area, and implies everything urban that goes along with that.
Geographically,as pointed out here by the pedantic among us [smile], there is much more to south Florida. In terms of culture, I'd put Key West closer to the Caribbean than I would to south Florida.
