Answering my own question: the link can be found on the mirrors. E.g.,
at the time of writing:
https://ftp.gwdg.de/pub/misc/gcc/snapshots/LATEST-15/.
And you can always use that link, the text you quoted just means it might
still point to last week's snapshot until the new one is uploaded.
