Actually I'd forgotten about a discussion a while ago, which seemed to say that unAPI IDs shouldn't be URI-encoded in (X)HTML, they just need to contain valid URI characters. Presumably anything that isn't valid as an (X)HTML attribute wouldn't be allowed though, or should be percent-encoded.
