I would ask Ubuntu. As no one else has reported an issue like this that I can remember, and ogrinfo --version works in the obvious way for me, it's quite possible this is related to something Ubuntu did in packaging. It's also possible that it's a latent and usually harmless gdal bug that is being triggered by higher security settings. So my other suggestion is to rebuild the package from soruce using the Ubuntu mechanisms but turning on debug symbols and run it under a debugger. How to do that is out of scope for this list and should also be addressed to Ubuntu.
