I was only thinking of extending that line about 2-4x the via annulus.

Hmmm... per-pin/via flags for teardrop type sounds like a good idea,
and it's consistent with what we do for thermals.  The tricky bit is
that for each via you have one *or more* traces leaving it.  I'm not
sure how to (or if we should) mark them separately.
