This reminds me of a related problem: The line thickness for silk is minwidth. So if you design with 8/8 rules you get 8mil silk. Every vendor I've ever worked with has had separate silk rules. Even <6/6 vendors want 10mil min silk. (BTW, custompcb botched a couple sets of boards and it turns out that the reason for the problems with the second set is that their process has a higher annular ring requirement above a certain size and they tried to fix that by tweaking the gerbers.
