No. The nightmare is classification.

It's perfectly possible to put conductive ink on a board with a silkscreen 
process.

Layers should, of course, have electrical properties: conductivity, dielectric 
constant, permeability. Also thermal and mechanical. More grist for the 
composition machinery, of course, because users will want to use "copper" as 
shorthand for a list of properties. But the properties are what the code should 
be paying attention to.
