For reference, the Apache Software Foundation membership is elected by the existing membership [1] at annual members meetings. However, input into membership and nominations is typically provided by ASF members who are (we hope) parts of those Apache communities (existing PMC members that are also ASF members; or other ASF members that care also, watch, but who themselves are not on the project's PMC). Successfully and healthy ASF projects typically add members to the Foundation's ranks through the standard Foundation processes.
