Code that is brought to the ASF must *always* go through the Incubator. There are various pieces of legal paperwork to clear, and that is the job of the Incubator. Depending upon the size of the arriving code, where it is going, any community that comes with it, etc... the stay in the Incubator could be long, or it could be quite short.
