Looked at the test site (http://confluence-test.zones.apache.org:8080/display/ESME/Index) and the tabs are working there. Unfortunately, I couldn't find the exported site to see if the tabs are working there.
@Don: Were the old export templates copied into the new configuration? In the old environment, I had to add a line to the template to get it the cards to work. Unfortunately, I didn't save what this code was :-<. If possible could you send me a copy of our old export template. Since I don't have admin rights any more for the wiki, some nice admin is going to have to add the code to the new export template. Thanks.
