Umm, how is it a "completely new philosophy for an Apache project"?
There are a number of Apache projects that ship source without
official binaries.  APR and the Apache HTTPD server are two prime
examples.

Don't assume that the way the projects you're familiar with are run is
the only way to run ASF projects.
