That would be sane, but that's not how I read this passage:

    Votes on whether a package is ready to be released follow a format similar
    to majority approval -- except that the decision is officially determined
    solely by whether at least three +1 votes were registered.

This is probably an academic point, as it's hard to imagine an RM going
forward with a release if there are more -1 votes than +1 votes -- but it
might be nice to update that language if it is misleading.
