Thanks for your comments. Like I said, we're working through the
issues and trying to get them addressed. Comments like significant
failure in leadership do little to productively move the discussion
forward. For example, Spark has been a model citizen in dealing
with other areas of the foundation in which things that should have
been taken care of easily an in the first months of Incubation still
remain (aka like getting Spark's JIRA migrated which would seem
like a simple task, but after numerous emails and JIRA issue comments
and discussion still remains to be complete). Members of the Spark
PPMC haven't seen a single nasty email to infra nor has there been
any use of the words "failure".

Spark hasn't done everything perfect, the mentors haven't been
perfect, the Incubator hasn't been perfect, and neither has everyone
in conversations and discussions like this. Yet, we press on and
try and do the best we can. We'll work to ensure that the initial
PMC list submitted and VOTEd upon has appropriate ICLAs on file as
intended.

I hope that Spark can through addressing your comments change your
mind on the VOTE of its graduation. In the case that it can't,
graduation is a procedural VOTE where we're looking for more +1s
than -1s by members of the IPMC and so your VOTE will be recorded
appropriately.
