Apologies for missing the report. My impression also is that Wave will not, ever, make graduation, and should seek an alternative home.
There’s still some benefit to the project in being associated with Apache, but I don’t see how it will ever reach a stronger position. From the discussions I’ve witnessed, the codebase is too complex and entwined for new contributors to engage in effectively, and that the best approach to the problem that it attempts to solve is to start again. That re-start may, or likely won’t, happen at the ASF. As a mentor, I don’t have ideas as to how to revitalise the project. Reluctantly, I would be supportive of moving the project elsewhere.
