AFAIK, projects "publish" to https://repository.apache.org/content/groups/snapshots/org/apache as part of CI build without vetting and votes. There are also other snapshots (example; https://ci.apache.org/projects/openoffice/install/win/) that are not Maven artifacts. IF we allow those, then why not allow podlings to do the same thing?
