Podlings can create a simple page in Git/SVN, however it won't be displayed without some Infra setup to copy the html from the SCM to the host. Perhaps this needs to be done as part of the initial process of creating a podling? Or maybe there could be a temporary holding area under the incubator SVN tree with RW access for all incubator committers. The podling website could redirect to that if present.
