It probably doesn’t, but it's complex and INAL, but I have touched on this about this in IoT talks at previous ApacheCons. TLDR version is some aspects of hardware design are not covered by copyright which is the basis for most open source licenses so ALv2 may not apply. Other organisations have put work into this so we look to them for guidance.
