This list is a good place for that, and the starting point is indeed finding a champion. You might briefly describe your project here, with relevant links, and use "looking for a champion for project X" as your subject line. Or, if you know anyone who's an ASF Member or Incubation Mentor, contact them directly and ask if they'd be willing to be your champion.
