So i've asked some OSGi board members about that. Ops4j has no legal existence, so it's not possible that the OSGi alliance gives the TCK. I, as a Progress employee, can however test ops4j with the TCK and verify the compliance and publicly announce if it's compliant or not (being certified costs some money, so I don't think we want to do that). The project itself would not be able to do that, as only OSGi members have access to the TCK (with some exceptions for the ASF, but the ASF has is a legal entity).
