The reasons behing that is that the TCK is not public.  And the OSGi
Alliance does not give it to individuals, so in order to have access
to it, you need to part of an organization which has an agreement with
the OSGi Alliance (being a member of having some special treatment
such as ASF and Eclipse).

Yeah, I've done that too.  It gives you some confidence, but doesn't
really allow to claim anything.
Per my discussion, I can say I've tested it (because as a Progress
employee, i have access to the TCK)
and pax-web is mostly compliant with the Web Application Container
specification (there are a few  really
minor failing test cases here and there).
