I think the \"Robots yes/no\" in indexer.conf has no effects. I use \"robots no\" and 
the indexer get a \"robots.txt\". In version 3.1.14. was this ok.
I have an url with no robots.txt and in the url table is this url with status code 404 
but the url is running only the robots.txt was not found.
