Well, the proposal is based on the idea that we should have scheduled irc conversations only if we need them. If they fade away over time, that might suggest that we don't need them. :) As Ted has pointed out, other projects don't typically do "irc office hours".

That said, I know that Aparna and the team have found them useful for group testing related activities, so I suspect we will continue to have those regularly.

Instead of an owner per list, perhaps Pieter can continue to act as the keeper of the schedule: http://wiki.osafoundation.org/bin/view/Projects/ChatSchedule.
