The QA and PPD teams need to follow *all* of the lists, as they are working on all 3 projects. One thing we could try to help out these teams would be to tag the subject line of messages that are especially relevant to them [QA] or [PPD]. Summaries [sum] and last-calls also help.
Bear also pointed out that creating a new thread (by starting with a new message instead of replying) is helpful if you want to get new attention -- otherwise the message is buried in a long thread. Not reading every message of every thread is one effective technique for keeping the mail load manageable.
