I'd really like to understand how that is possible. As I see it, once code is GPLd it is impossible to move it out from the restrictions it carries.
All versions previously licensed under the GPL of course remain available for people to use under those terms... OR the new terms chosen by the copyright holders. Any new versions are of course available only under the new terms.
