Hello, The start and stop represent the location of the event - one line per event. Sometimes the length of the event is an estimate (as you noticed altPromoter events have a default length of 150).
This is true for the event altFivePrime as well. The start/end is the actual predicted location - one line per event - the coordinates do not describe two events. I know that you have read the track description already, so that should help with the interpretation of events - along with knowing now that there is one row per event. If you have not already examined the table's schema in the Table browser, this is recommended, as it may help when interpreting the data fields.
