You can file STABLEREQ bugs for other packages, just not CC arches; if
you state you need it stable for some other package, I think the
maintainer isn't going to make a problem out of it. Unless there is one
or another problematic bug blocking it; in which case, collaboration
between the devs to get both packages stabilized indeed seems like a
nice idea. I think this already happens naturally...

Here's another point:

#3 - There is a lack of manpower and resources on the arch teams.

Recruiting more people to the arch teams is one possibility, but will
we manage to get enough people; that's hard to tell, if we don't
manage to, I responded on the main thread with a crowd sourcing idea.
