No clue what you mean, sys-power/upower-pm-utils doesn't depend on sys-apps/systemd, and whole Portage tree is converted to proper dependencies and the conversion went in the correct steps. If you need support for understanding Portage's output, try the gentoo-user mailing list. - Samuli
