That a "simple world upgrade" was meant is very clear from the full
meeting log, and from the log of the previous 2009-10-12 meeting (open
floor section).

Apparently the problem is neither new (see above, it existed in 2009)
nor is it uncommon. In fact, the Gentoo e.V. will have a workshop about
this topic on 2021-11-20 [1].
